Can a collection agency make initial report to credit bureau AFTER you pay the account?

I believe that this has happened to me. They made their initial report to the credit bureaus after I paid the account. I paid it in full in July of 2006, then it popped up on my report in August of 2006 as a collection but paid in full. It wasn't on my report at all until Aug 2006. It first appeared after I paid it. Since when they initially reported it, I wasn't delinquent, is this legal? If not, can you please cite applicable law references? Apologize for posting this question here. There is absolutely NO traffic in the business and credit section today.

  1. Dispute this andsubmit it as "paid in full" or that "paid as agreed" so that it can be removed from your credit report.
