Bad Credit Agency

Does anyone know of a good agency that can handle consumer credit counseling?

I have contacted different places that I found on websites or saw on t.v. ads about helping with credit card debt. My problem is that my 3 cards only come to approx $3500 & these places want me to have at least $10,000 in debt. Do you know of a non-profit agency that would take a lower amount in credit card debt & help us deal with the credit card companies? Thanks for your help!
