Can I buy with "Bill Me Later" if I have no credit history?
I tried to buy soemthing with "Bill me Later" and it wasnt accepted. Then they sent me an email with the reason and it says this: "The amount of your purchase required a credit bureau report. We were unable to retrieve a report from a consumer reporting agency." is it because Im not a US Citizen (Im a Permanent Resident with a valid SSN) or because I have no credit history????

- You have no credit report that is why. Bill Me Later works just like a credit card or like a bank loan. You need some type of credit history to get a response. Residency would be an issue if you were illegal with no SSN. You would not have a credit report either, but you stated you are legal resident with SSN so that is not the issue at all.

- It is because you have no credit history here in the US. If you have credit history in another country, it is not valid unless you legally have it transfered to this country. You can only do this through a lawyer, and it will take time. "Bill Me Later" in this case implies that there is reasonable credit as it would be terrible business to just bill someone who can just move on without paying once they have the merchandise.
